What department typically manages the data center: IT delartment, IS department, or facilities?

Facilities manages the HVAC and Electrical gear.
IT manages the servers, SAN, network
IS manages all of it.
Of course, this varies from company to company!
The way data centers are being managed is changing all the time. IT managers used to run the show, back in the mainframe days, because they supplied support services to the rest of the organization. But now we are seeing trends where there can be multiple IT/IS organizations within a corporation, each serving a major business unit.
